Determining an objective adaptation vision for a city is a challenging task. Using the VGTA-approach, city hubs may validate and co-produce a climate adaptation vision statement, and validate and co-determine clear adaptation goals and targets. The approach enables stakeholder engagement and reporting of the chosen strategies.
